All hospitals provide emergency care and have general duties to provide assistance in an emergency. In addition, the Federal Joint Committee has regulated a tiered system of emergency structures in hospitals in terms of remuneration law. This means that hospitals that fulfil defined requirements for one of three emergency levels are financially supported by remuneration supplements. Hospitals that do not fulfil the requirements for one of the three levels do not receive any surcharges. If a hospital does not participate in the tiered system of emergency structures and does not provide specialised emergency care, the legislation provides for discounts.
